JOB OVERVIEW
Provides overall direction and management of major DoD SCIF’s US Embassy CAA or similar classified construction projects overseas organizes and directs on schedule completion within or below budget in accordance with contractual obligations and monitors risks problems and helps develop options to resolve them. The Construction Project Manager is responsible to direct cleared American Workers as well as local national and third country national in the execution of project requirements. Employment is contingent on need or on addition of new work.< p>
ROLES AND RESPONSIBILITIES
• The Construction Project Manager will serve as the company’s direct representative in the overall management and execution of complex projects and day to day project oriented work efforts in order to meet project schedule and budget objectives. Responsibilities of this dynamic role include sub contract management and the ability to integrate with an existing prime contractor and ensures safety and quality control measures are strictly enforced.
• Successful candidate must have experience working on large complex embassy projects
within the CAA space or similar DoD SCIF’s. The successful candidate must have the ability to interface with a multi discipline multi cultural team. This individual must have previous experience in planning developing and producing successful project delivery on similar classified construction projects.
• Works with the home office construction project support manager and the prime contractor to deliver resources to meet the project schedule and budget. Has the knowledge and skills to understand Department State OBO CAA DoD ICD 705 requirements and to execute the project in conjunction with a larger prime contract.< p>
SKILLS
• Understanding and knowledge of pertinent federal laws codes and regulations.
• 7 10 years knowledge and experience as a Project Manager executing similar size projects above 30M
• Managing multiple high priority assignments simultaneously.
• Excellent interpersonal skills for facilitating relationships with civilian and government personnel and other decision makers.
• Provide effective supervision or management of Contractor personnel if required.
• Audit projects effectively and proactively inform the COR if deadlines are in peril.
• Creative problem solving skills to gather relevant information to solve less well defined
planning problems.
• Experience at working both independently and in a team oriented collaborative
environment is essential.
• Conform to shifting priorities demands and timelines through analytical and
problem solving capabilities.
• Respond to project adjustments and alterations promptly and efficiently.
• Comprehend communication styles of team members and contractors who come
from a broad spectrum of disciplines backgrounds and cultures.
• Persuasive encouraging and motivating style of management.
• Elicit cooperation from a wide variety of sources including upper management
clients and other departments.
• Strong written and oral communication skills.
• Adept at conducting research into project related issues and products.
• Able to learn understand and apply new technologies.
• Possess customer service skills.
• Effectively prioritize and execute tasks in a high pressure environment.
• Willing to travel and work for extended periods in austere locations.
• Experience with program management and scheduling tools such as Primavera or Microsoft Project.
• Familiarity with standard software such as Primavera P6 Adobe and Microsoft Office to include Word Excel PowerPoint and Outlook.< p>
QUALIFICATIONS AND EDUCATION REQUIREMENTS
• Bachelors degree prefer the candidate has a degree in Construction Management architecture or engineering.
• Prefer the candidate has a professional license as a Certified Construction Manager an architect or an engineer.
• PMP certification is a plus
• Experience working on US government classified projects is required.
• 7 10 years direct work experience in a project management capacity.
• Must possess or be capable of achieving a Top Secret Clearance. < p>
