Background
Working in partnership with a Qatari government entity my client have secured a 5 year framework contract consisting of various civil maintenance and refurbishment projects for sewer and drainage systems.
Overall Responsibility
Responsible for the overall coordination and implementation of HSE on site the compliance with regulatory guidelines and policies by providing knowledge and expertise in the administration and support of HSE programs.
Responsible of the issuance of a risk assessment to the Engineer for his approval prior to applying for a Permit to Work at the site sewers manholes inspection chambers wet wells pumping stations and ancillary structures assuring that adequate precautions are taken to get a safe working conditions as well as the availability of safe tools and facilities.
General responsibilities
• To manage directs coordinates and implements health and safety initiatives and actively participates in the resolution of issues relating to health and safety
• To develop and implement HSE Plans to support the achievement of the company policies and business objectives
• To provide a comprehensive day to day health safety and environment services to support the project activities and associated processes
• To develop and implements comprehensive audit plan and conducts HSE audits
• To develop and implements accident investigation data analysis and recurrence prevention programs and procedures
• To ensure compliance with all applicable state and local legislation and codes governing environmental health and safety
• To investigate and evaluate new safety equipment for appropriateness
• To coordinate and supervise the Safety Officers to ensure that adequate safety advice and resources can be provided to the business
• To ensure appropriate timely investigation and reporting of accidents and incidents including identification of immediate and underlying causes actions to prevent recurrence and robust defence of claims
• To develop maintain and continually improve written compliance programs pollution prevention counter measure and control plan
• To assist senior managers during the implementation of various corporate environmental health and safety processes
• To ensure proper record keeping is being conducted at all facilities
• To analyze work environments and advice management on the control measures required to eliminate and prevent disease or injury caused by chemical physical and biological agents or ergonomic factors that involve the impact of equipment design on a worker’s comfort or fatigue
• To conduct inspections and advise on enforcement and adherence to laws regulations or employer policies governing worker health and safety
• To conduct training sessions for management supervisor and workers on health and safety practices and regulations or employer policies governing worker health and safety

• To assess work activities places for potential accident and health hazards and advice on the implementation appropriate control measures
• To advise on emergency procedures first aid facilities safety signs relevant protective clothing and equipment and incident reporting to the relevant authorities
• To liaise as necessary with other organizations and relevant authorities and assistance and cooperation concerning audits and remedial actions
• To coordinate with senior manager to develop a positive Health and Safety culture and perform his her role of Health amp Safety during his her absence
Requirements 1. NEBOSH General Certificate in Occupational Health amp Safety. 2. Minimum 5 years experience in safety preferably in GCC region. 3. Work experience on major Roads amp infrastructure projects. 4. GCC Driving License. 5. NOC
